There are a number of other issues to consider before opening a new business, including whether you will require planning and building approval.
You will need to discuss zoning regulations for different areas of Auckland with a Planning Officer to find out if this activity is allowed under the District Plan. To speak with a Planner, please phone the Call Centre on (09)379 2020.
If you are altering an existing building (eg. installing sinks or hand basins), you will need to obtain a building consent.

Each local council around New Zealand will most likely have different or even no specific regulations regarding a Clinic but I advise everyone to at least check with their local council regarding what is required to setup a Massage Clinic, Whether it be at home or a commercial premises.
I used Auckland as an example as I had an email enquiry regarding setting up a clinic in Auckland.
